Taxing time for wine producers, brewers, and distillers has been one of the most contentious issues in the state. The question comes down to whether the cost of producing and marketing wine in California will raise the price enough to make the average consumer happy?

In other words, in the 1990s, wine taxes were a huge issue in a state that was still being built.

The wine taxes we now have are quite different from the wine taxes of the 1940s and 1960s, when a 10-percent tax was still mandatory. When the California legislature passed Proposition 45 in 1997, there was a strong consensus that wine taxes were not the way to go.

That's partially because many in the wine industry were pretty opposed to raising taxes in the first place. According to the California Alcoholic Beverage Control Commission, the average wine producer in the 1980s and 1990s was making just $6,000 in annual wages and received no profits. The industry had already grown by that time and the state's budget would have grown even larger if taxes hadn't been increased.

Prop. 20 also came out with a lot of political capital for the California wine industry, which had argued that a higher wine tax would not only make the market for wine more competitive, but also make the beverage more consumer-friendly.

But that's simply not true: A $25-per-bottle tax will give a typical wine producer over six years a tax of $1,850—over two times as much as a similar tax that would've raised just $300,000 for a average, non-wine-producing wine producer.
